Pheo graduated from Faculty of Law, Parahyangan Catholic University, Bandung, Indonesia. He is one of the founding partners who established HHR Lawyers in 1996 and a managing partner of the firm. 

He has developed an extensive practice both in business commercial and dispute resolution. He has led and acted as practice group leaders within the firm in relation to: (i) Commercial Dispute Resolutions, (ii) Capital Market, Banking and Finance, (iii) Energy, Natural Resources & Infrastructure, (iv) Tourism and Real Estate, (v) Maritime, Aviation & Logistics, and (vi) Insurance and Reinsurance.

His particular experience in structuring legal frameworks, negotiating and providing legal strategy as well as preparing transactions documents for a broad range of transactional arrangements within the areas of practices mentioned above has led him to handle various types of international and domestic projects as well as principal advisor in various litigation as well as domestic and international arbitration cases in favour of numerous multinational companies and Indonesian conglomerate group of companies.

  • Advising and defending the interest of PT Global Digital Niaga Tbk, one of the largest e-commerce platforms in Indonesia under the commercial name of Blibli.com, in relation to (i) the Indonesia Competition Commission (Komisi Pengawas Persaingan Usaha – “KPPU”) court case pertaining to the allegation on cartel arrangement of the cooking oil, and (ii) the submission of a post M&A notification in relation to the shares acquisition.
  • Advising and assisting Raiffeisen Bank International Ag, Singapore Branch (“RBI”) in the debt restructuring and settlement of the Banking Loan Facility granted by RBI to an Indonesian debtor company.
  • Advising and assisting Malayan Banking Berhad, Singapore (“Maybank”) in the debt restructuring and settlement of the Banking Loan Facility.
  • Advising one of the biggest forestry companies in Indonesia on: (i) the development and construction of a private and commercial haul access road across (ii) the construction of jetty and warehouse facilities, (iii) the setting up of a special purpose vehicle company as the road operator, and (iv) the negotiation and finalization of complex transaction documents in relation to the project.
  • Advising Kresna Group, in relation to: (i) the restructuring work of PT Asuransi Jiwa Kresna with thousands of insurance policies holders, and (ii) restructuring work of PT Kresna Asset Management, one of the largest mutual fund in Indonesia.
